People’s deputies, representatives of central and local authorities, regional, city and district councils and administrations, NGOs, as well as experts and scientists participated in the event.
On opening the meeting, Committee Chairman Spiridon Kilinkarov noted that “today state housing policy is regulated by the Concept approved by the Decree of the Verkhovna Rada of Ukraine of June 30, 1995 which has lost its topicality, and also by separate laws, including the Housing Code of the Ukrainian SSR, adopted in 1983 which is also outdated and does not meet time requirements”.
Committee Chairman reminded of strategic state documents on development of different branches of state economy.
“The concept of state housing policy required adoption of a new Housing Code already in 1995. People’s deputies - members of the Committee, prepared and submitted several versions of a new Housing Code during the sixth convocation of the Verkhovna Rada (2007-2012). None of the versions was supported,” noted S.Kilinkarov.
Committee Chairman informed that the elaborated bill aims at determining: the aim and main principles of state housing policy; objects and subjects, as well as authorities of subjects; the procedure of forming and implementing state housing policy; and financial maintenance, etc.
S.Kilinkarov informed that the following documents were used during elaboration of this bill: the bill on main principles of state housing policy that was submitted during the previous convocation of the Verkhovna Rada and recommendations to the Committee hearings entitled “On formation of state housing policy”.
Participants of the round table discussion drew attention to absence of a single systematic approach to resolving housing problems.
Rapporteurs stood for adoption of the Law “On Main Principles of State Housing Policy” and generally upheld the bill suggested by the people’s deputies.
Representatives of central and local authorities, regional, city and district councils and administrations, NGOs, as well as experts and scientists expressed their remarks and suggestions to the law that will be generalized by the working group of the Committee.
